Department of Health and Human Services (HHS)

Stella (“Stacy”) Mandl has over 20 years of healthcare, clinical, and nursing leadership experience and has dedicated her professional career to improving of patient care quality, safety, and patient outcomes. Stacy is passionate about the opportunity to improve care coordination, efficiency, and patient outcomes and is engaged in a variety of CMS initiatives to improve the coordination and exchange of information across care settings.
As the Deputy Director in the Division of Chronic and Post-Acute Care at CMS, Stacy provides strategic and advisory support for the post-acute quality reporting programs, including Skilled Nursing Facilities (SNFs), Long-Term Care Hospitals (LTCHs), Inpatient Rehabilitation Hospitals (IRFs), and Hospices. In this role, she provides strategic direction to measure development and measurement selection for post-acute setting programmatic use and quality reporting. Stacy also delivers guidance on measurement harmonization and alignment with critical, overarching, strategies such as the HHS Healthcare Acquired Infection (HAI) Action Plan, the National Quality Strategy, and CMS’ three-part aim of better care for individuals, better health for populations, and lower growth in expenditures.
Stacy has a Bachelor of Science is Nursing from San Francisco State University and a Bachelors of Science in Social Work from the State University of New York at Stony Brook. Her diverse healthcare background includes clinical leadership in nursing service specialty areas such as emergency care, general surgery, Phase I post-anesthesia care, medical-surgical, clinical research, and psychiatric care services.

How Expanding Roles for NPs and PAs are Impacting Reimbursement and Delegation in Medical Offices

The Affordable Care Act and recent state law changes have resulted in broader scopes of practice for nurse practitioners and physician assistants. For example, an increasing number of states permit nurse practitioners to practice independently, with no collaboration agreement with an overseeing physician. This presentation will explain the key changes in federal and state laws, and how these changes are impacting reimbursement of NPs, PAs, and other non-physician practitioners. The legal scope of practice for medical assistants, licensed practical/vocational nurses, and registered nurses who work under non-physician practitioners will also be presented and discussed.

What Patients Fear and Why We Have to Know

Healthcare faces challenges like never before, causing us to think about the delivery of healthcare like never before. We are in a climate that calls for thinking like no one else when it comes to the patient experience. As a result of Colleen's three-and-a-half-year, groundbreaking research titled, The Patient Empathy Project℠, she has become a thought leader in patient centered care. Finding that 96% of people have some fear regarding healthcare, she coined the phrase 'clinicaphobia' to describe patient fears.

Sharing her simple, yet profound study, can transform an organizational culture. Colleen shares her patient fears postcard art study that was a result of asking people to share their greatest fear and concerns about hospitals, healthcare and doctors. The artwork provides a fascinating and shocking backdrop, prompting leaders and caregivers to take a new look at the patient, the care they deliver, and the financial impact it will have for them in the future.

Sweeney has developed a Patient Experience Pyramid to deliver the 'exceptional patient experience' based on the work of Abraham Maslow. Her Patient Experience Pyramid theorizes that recognition of patient's fears is the most basic need that must be addressed and satisfied before delivering the exceptional experience at the top of the pyramid.

Finally, Colleen will share a real world example of an organization that asked the question, recorded the answers, and addressed patient fears. The case study reveals their journey to patient satisfaction scores that would thrill any organization!

Essential Financial Metrics for Practice Profitability

The old adage “you can’t manage what you can’t measure” is the premise behind this presentation. Operations management is the key to running a successful practice, but a manager must first be armed with data in order to better understand the business as it currently stands. Between the day-to-day management of your practice and trying to attract patients, chances are that you do not review the financial aspects of your practice as frequently as you should.

Financial metrics should encompass many avenues and managers must take a measured approach to the future of their practice. Understanding and reviewing a few basic financial metrics can help you to gain more insight into the financial health of your practice and spot problems before they become too severe.

In addition to revenue-related items, managers must understand expenses. A good manager intimately knowledgeable of overhead and understand each component as a percentage of collections or revenue. One of the most common problems that many practice managers encounter in analyzing financial data is that it can often seem like complicated formulas. Once you develop a basic understanding of those numbers, you will come to realize that it is actually fairly straightforward.
